Increase pension and social insurance allowance from July 1, 2026

On May 15, 2026, the Government issued Decree No. 162/2026/ND-CP regulating pension, social insurance allowance and monthly allowance. Accordingly, from July 1, 2026, the pension and social insurance allowance will increase by 8%. In particular, the Government raised the pension, social insurance allowance and monthly allowance to 3.8 million VND/month for some cases with low benefits after the general increase.

Expand the scope of adjustment, simultaneously increase the benefit by 8%

According to the decree, the adjusted subjects include people receiving pensions, social insurance allowances and monthly allowances before July 1, 2026. 

09 target groups, including:

a) Cadres, civil servants, workers, public employees and employees (including those who have time to participate in voluntary social insurance and retirees from the Nghe An Farmers Social Insurance Fund and move on to the Decision No. 41/2009/QD-TTg on transferring social insurance. Nghe An farmers come to voluntary social insurance); Soldiers, people’s police and cipher workers are receiving monthly pensions.

b) Commune, ward and township officials specified in Decree No. 33/2023/ND-CP stipulating commune-level cadres and civil servants and part-time workers at commune, village, residential group, Decree No. 34/2019/ND-CP Amending and supplementing a number of regulations on commune-level cadres and civil servants and part-time workers at communes, villages and residential groups, Decree No. 92/2009/ND-CP on titles, numbers, a number of regimes and policies for cadres and civil servants In communes, wards, townships and part-time workers at commune level, Decree No. 121/2003/ND-CP on regimes and policies for cadres and civil servants in communes, wards and townships and Decree No. 09/1998/ND-CP Amending and supplementing Decree No. 50/CP dated July 26, 1995 of the Government on living expenses for commune, ward and township officials receiving monthly pensions and allowances.

c) Persons receiving monthly allowance for loss of working capacity as prescribed by law; Persons receiving monthly allowances under Decision No. Regarding the monthly allowance for those who have been from full 15 years to less than 20 years of actual work, the period of enjoying the allowance for loss of working capacity has expired; Rubber workers are receiving monthly allowances according to Decision No. 206-CP dated May 30, 1979 of the Government Council on policies for newly released workers to do heavy and harmful occupations.

d) Commune, ward and township officials are receiving monthly allowance according to Decision No. 130-CP dated June 20, 1975 of the Government Council supplementing policies and remuneration regimes for commune officials and Decision No. 111-HDBT dated October 13, 1981 of the Council of Ministers on amending and supplementing a number of policies and regimes for commune and ward officials.

e) Soldiers who are enjoying the monthly allowance regime according to Decision No. 142/2008/QD-TTg on the implementation of the regime for soldiers participating in the resistance war against the US for national salvation with less than 20 years of working in the army who have served, demobilized and returned to their localities, amended, supplemented by Decision No. 38/2010/QD-TTg and Decision No. 22/2025/QD-TTg.

f) The People’s Public Security is receiving monthly allowance according to Decision No. 53/2010/QD-TTg stipulating the regime for officers and soldiers of the People’s Public Security to participate in the resistance war against the US. Phuong.

g) Soldiers, people’s police, people doing cipher work receive salary as for soldiers and people’s police who are receiving monthly allowance according to Decision No. 62/2011/QD-TTg on regimes and policies for subjects participating in the war to protect the Fatherland The International Department in Cambodia, helping Laos friends after April 30, 1975 served, was discharged from the army, resigned, and was amended and supplemented by Decision No. 22/2025/QD-TTg.

h) Persons receiving monthly occupational accident and disease allowance allowance.

i) Persons receiving monthly allowance as prescribed in Article 23 of the Law on Social Insurance No. 41/2024/QH15.

The subjects specified at Points a, b, c, d, e, f and g above are entitled to pension, social insurance allowance, monthly allowance before January 1, 1995 (including those who have taken leave of working capacity loss allowance before the date of work). 01/01/1995, then continue to receive the allowance under Decision No. 91/2000/QD-TTg and Decision No. 613/QD-TTg), after making adjustments with pension, social insurance allowance, monthly allowance less than 3,800,000 VND/month

Additional support for people with low benefits, ensuring a minimum level of 3.8 million VND/month

From July 1, 2026, a person who is receiving pension, social insurance allowance and monthly allowance according to regulations, after adjusting, with a benefit lower than VND 3,800,000/month shall be adjusted as follows:

increase by 300,000 VND/person/month for those whose benefits are equal to or less than 3,500,000 VND/person/month;

increase to 3,800,000 VND/person/month for those with a higher benefit than 3,500,000 VND/person/month but lower than 3,800,000 VND/person/month.
