Abolish a series of business conditions in many fields

This important content is mentioned in Decree 08/2018/ND-CP amending a number of Decrees related to business investment conditions (business registration) under the state management of the Ministry of Industry and Trade.

Accordingly, Decree 08 abolished many business registrations in the fields of: petroleum, tobacco, electricity, commercial franchising, e-commerce (e-commerce), chemicals, industrial explosives, and food; For example:

  • Petroleum business sector in Decree 83/2014/ND-CP:
  • Abolish Article 10 on Conditions for petroleum production;
  • Abolish the regulation “Business location must be consistent with approved planning” for petroleum retail stores in Clause 1, Article 24;
  • Remove the regulations on implementing the upgrade and relocation roadmap to ensure compliance with planning for existing petroleum business establishments that do not comply with the planning in Clause 5, Article 41…
  • Commercial franchising field: Abolish conditions for franchisees in Article 6 of Decree 35/2016/ND-CP.
  • E-commerce field in Decree 52/2013/ND-CP:
  • Remove the requirement to have a “website with a valid domain name and comply with regulations on information management on the Internet” in the Conditions for establishing a sales e-commerce website and a website providing e-commerce services in Clause 2, Article 52, Clause 2, Article 54;
  • Eliminate financial and technical requirements for electronic contract authentication activities…
