Foreign investors are allowed to buy shares of logistics enterprises
This is an outstanding content specified in Decree 163/2017/ND-CP on logistics service business. Accordingly:
Foreign investors will be able to buy shares and capital contributions in enterprises according to the ratio when providing logistics services related to transportation (current regulations only allow the establishment of joint venture companies).

In addition, foreign investors from countries that are members of the WTO when doing business in logistics services must meet the conditions on capital contribution ratio and some of the following conditions:
- Sea transport services (except domestic transport): The total number of foreign seafarers working on board the ship must not exceed 1/3 of the ship’s personnel; The captain or first mate must be Vietnamese.
- When transporting goods under road transport services, 100% of the company’s drivers must be Vietnamese citizens.
Note: Traders conduct part or all of their business activities by electronic means connected to the Internet or mobile telecommunications network; Other open networks must comply with e-commerce regulations.

Decree 140/2007/ND-CP expires from the effective date of Decree 163/2017/ND-CP (February 20, 2018).
