Base salary increase from July 1, 2026

From July 1, 2026, the Government has issued Decree 161/2026/ND-CP stipulating the new base salary applicable to cadres, civil servants, public employees and the armed forces. Accordingly, the base salary will be adjusted from 2,340,000 VND/month to 2,530,000 VND/month, equivalent to an increase of about 8.1% compared to current.

The base salary is an important basis for calculating the salary level in the state payroll system, and at the same time as a basis for determining many other regimes and policies such as allowances, allowances, rates of payment and enjoyment of social insurance, health insurance, trade union expenses as well as some support from the state budget. water. Therefore, the adjustment of the base salary will directly affect the income of millions of cadres, civil servants, public employees and the armed forces across the country.

The Decree applies to cadres and civil servants from the central to the commune level; public employees in public non-business units; officers, professional soldiers, non-commissioned officers and soldiers of the armed forces; people working in cipher organizations; part-time workers at commune, village, residential group level and a number of other subjects as prescribed by law.

One of the notable points of Decree 161/2026/ND-CP is the addition of specific regulations on bonus regime, including irregular bonuses and periodic bonuses on the basis of the results of annual work quality assessment and grading. Accordingly, the bonus fund is determined to be associated with the salary fund of agencies and units, in order to encourage and improve the efficiency of official duty performance and the responsibility of the contingent of cadres, civil servants and public employees.
