From July 1, 2026, the Government has issued Decree 161/2026/ND-CP stipulating the new base salary applicable to cadres, civil servants, public employees and the armed forces. Accordingly, the base salary will be adjusted from 2,340,000 VND/month to 2,530,000 VND/month, equivalent to an increase of about 8.1% compared to current.

The Decree applies to cadres and civil servants from the central to the commune level; public employees in public non-business units; officers, professional soldiers, non-commissioned officers and soldiers of the armed forces; people working in cipher organizations; part-time workers at commune, village, residential group level and a number of other subjects as prescribed by law.
One of the notable points of Decree 161/2026/ND-CP is the addition of specific regulations on bonus regime, including irregular bonuses and periodic bonuses on the basis of the results of annual work quality assessment and grading.
