FEE AND ADMINISTRATIVE CHARGE INCENTIVES FOR VNEID LEVEL 2 USERS UNDER RESOLUTION 66.22/2026/NQ-CP
Under Resolution 66.22/2026/NQ-CP, Vietnamese citizens who hold a level-2 electronic identity account and fully meet the prescribed conditions will enjoy exemption and reduction policies for several fees and fee rates when performing administrative procedures. The Resolution is effective from August 15, 2026, until the end of February 28, 2027, aiming to encourage citizens to use VNeID and online public services, thereby promoting the development of digital citizenship and building a modern, convenient, and transparent administration.
To enjoy the incentive policies, an important condition is that citizens must successfully complete the integration of 5 basic groups of information and documents on the VNeID national identification application in accordance with Appendix I of the Resolution. These pieces of information include: birth certificate; information on bank cards, payment accounts, e-wallets, or mobile money accounts; social security account information; mobile subscriber number information; and electronic health book.
Completely Exempt Fees and Fee Rates
When performing administrative procedures through online public services and fully meeting the conditions regarding integrated information on VNeID, citizens are completely exempt—meaning a collection rate of 0—for the following 10 fees and fee rates:
- Fee for registration and issuance of license plates for transport vehicles: Applied to procedures such as changing or reissuing vehicle registrations and license plates, and temporary vehicle registration. In addition to the 5 basic information groups, the person performing the procedure needs to integrate vehicle registration information on VNeID.
- Fee for issuance of driver’s licenses: Applied when performing procedures to exchange or reissue a driver’s license. Citizens need to integrate driver’s license information along with the 5 basic information groups.
- Fee for renewal and reissuance of citizen identity cards: For this procedure, citizens need to complete the integration of the 5 basic information groups on VNeID.
- Residence registration fee: Including permanent residence registration, temporary residence registration, temporary residence extension, and household separation. The condition is that citizens must fully integrate the 5 basic information groups.
- Fee for issuance of passports, exit-entry permits, and exit permits: In cases of performing procedures for domestic issuance of ordinary passports or related documents, citizens need to integrate passport information along with the 5 basic information groups.
- Fee for providing judicial record information: When performing procedures for the issuance of Judicial Record Certificates. Citizens need to integrate judicial record information along with the 5 basic information groups on VNeID.
- Fee for accessing and using information in the Civil Status Database: Applied to the issuance of copies of civil status extracts and birth certificate copies. The condition is completing the integration of the 5 basic information groups.
- Domestic civil status fee: Applied to certain procedures such as re-registration of birth, re-registration of marriage, or issuance of marital status certificates. In cases where marriage registration information exists, citizens need to integrate this information along with the 5 basic information groups.
- Fee for appraisal of dossiers for issuance of land use right certificates: Applied to procedures for registration and reissuance of land use right certificates. Citizens need to integrate information regarding land use right certificates along with the 5 basic information groups.
- Fee for exploiting and issuing copies of diplomas and certificates from master registers: When performing this procedure, citizens need to integrate information regarding diplomas and certificates along with the 5 basic information groups.
Reduced Fees and Fee Rates
Besides the 10 completely exempt items, the Resolution also provides for a reduction in collection rates for several fees and fee rates if citizens fully meet the conditions regarding integrated information on VNeID.
- For registration fees: Incentive rates apply differently depending on the type of asset. Specifically, registration fees for houses and land are reduced by 10% of the collection rate; for automobiles, reduced by 50%; for motorcycles, reduced by 100% (meaning completely exempt). This policy applies once per year, and the maximum reduction level does not exceed 5 times the base salary. To enjoy incentives for houses and land, the person performing the procedure needs to integrate individual tax identification number information, information on land use rights, and asset ownership rights of the transferor along with the 5 basic information groups. For automobiles and motorcycles, it is necessary to integrate individual tax identification number information, vehicle registration information, and asset ownership rights of the transferor along with the 5 basic information groups.
- For fire prevention and fighting design appraisal fees: The fee rate is reduced by 50%. The reduction applies within a minimum limit of 250,000 VND and a maximum limit of 75 million VND per project. The condition is that the person performing the procedure must integrate land use right certificates, ownership rights of assets attached to land, or other essential information about the construction project along with the 5 basic information groups on VNeID.
- For secured transaction registration fees: The collection rate is reduced by 50%. For instance, initial registration fees are reduced to 40,000 VND/dossier, and registration deregistration fees are reduced to 10,000 VND. Depending on the type of asset, citizens need to integrate vehicle registration information or land use right certificate information along with the 5 basic information groups.
- Special provisions: For elderly citizens, persons with disabilities, ethnic minorities, and other preferential policy beneficiaries, in cases where multiple policies apply, priority is given to enjoying the highest incentive rate under regulations.
Notes for Citizens and Businesses
Because the policy only applies during the period from August 15, 2026, to the end of February 28, 2027, citizens and businesses need to proactively check, supplement, and fully integrate necessary information and documents on VNeID in accordance with regulations. Thereby, users can timely enjoy incentive policies while contributing to promoting digital transformation, developing digital citizenship, and building an increasingly convenient and efficient administration.

The exemption and reduction of fees and fee rates not only help save costs but also create motivation for citizens to proactively use VNeID and online public services.
