Hanoi Pilot issuance of criminal record cards on VNeID application
Starting from April 22, Hanoi City began piloting the issuance of criminal record cards on the electronic identification and authentication application (VNeID) for citizens. Hanoi is one of two localities across the country selected by the Government to pilot this project.
The above pilot implementation aims to promote reform of administrative procedures on issuing criminal record cards, creating convenience and reducing time and social costs for people. The program is deployed for Vietnamese citizens who have level 2 electronic identification accounts. For those who do not have level 2 electronic identification accounts, those who are eligible for exemption or reduction of fees for providing criminal record information and need to be issued a criminal record card, it must be done on the system.
Ms. Pham Thi Thanh Huong – Deputy Director of the Hanoi Department of Justice said that to prepare for this pilot, the Department advised the Hanoi People’s Committee to issue a pilot project for issuing legal tickets. In addition, Hanoi also works with central and city agencies and technical departments (Ministry of Public Security, Ministry of Justice, Ministry of Information and Communications, National Judicial Records Center). , city software development unit, city People’s Committee office…), for technical connection when deploying ticket issuance on VNeID.

During the first week of pilot implementation, the Department issued and arranged additional personnel for the Department to issue criminal record cards and propagate and guide citizens to follow the form. In addition, the Department also established a group on the Zalo application to directly support people… This is also a new method of issuing criminal record cards, helping people choose current ticket issuance methods: directly, through public postal services (fully online, partly online) and through VNeID.
In the early days of the pilot, many people agreed and strongly supported the issuance of criminal record cards through the VNeID application. “This procedure on VneID is very convenient and easy, helping me quickly carry out this procedure and just receive the results online, and can easily download them to my electronic device to carry out administrative procedures,” shared Nguyen Thi Minh, who went to the Hanoi Department of Justice to get a criminal record card to prepare for labor export.
However, many people said that they did not know the information issued by the City through the dossier, so they still went to do the procedures at the headquarters. It is known that at the one-stop office of the Hanoi Department of Justice, 221 Tran Phu (Ha Dong district), there are still many people coming to complete the procedures for issuance of criminal record certificates.
According to many people, because they did not know the information about the City’s pilot implementation of criminal record checks through VNeID, they were present at the headquarters to get a serial number and wait for the procedures. “I need a criminal record card to apply to go abroad. I didn’t know that the City would issue the VNeID application, so I had to come here,” said a resident.
In addition, many people also said that even though they knew about the pilot of issuing criminal record cards through VNeID, they still had to come to work in person because updating the VNeID application was not possible.
According to the Deputy Director of the Hanoi Department of Justice, on VNeID’s judicial record card issuance system, citizens will follow very simple and convenient steps. Specifically, on VNeID there are 22 items of information, of which 17 items have been declared, citizens only have to declare 4-5 additional items of information, including the section where citizens only need to check the options (option yes or no, choose method to return full criminal record results…) or add phone number, email…
With the pilot system on VneID, people can look up the status of document processing, download the results of electronic criminal record cards to their devices and use them to handle administrative procedures mainly on online systems, minimizing costs not only for people but also for state agencies.
